Question

The department of homeland security developed a criminal scale so to measure the likelihood of criminal behavior. The department was able to size up potential criminals through observation and then assigned people a number from 0 to 5 for six indicators measuring behaviors. The department then summed these indicators to get an overall score. The department said if anyone had a score of 20 or higher, the person is likely a criminal.
