Compare and contrast the major types of policies said to exist in the policy process, paying particular attention to the variable roles that different administrative entities play in each type of policy.

When administrative agencies play a central role in the policy process, policy making can be described as occurring in four stages. Identify and discuss each stage. Also, discuss the administrative activities involved in rule making, adjudication, law enforcement, and program operations.

From among the wide range of unresolved social problems, how and why are some problems redefined as public-policy issues, brought to the public agenda, and addressed by government agencies?
