The assessment booklet contains two (2) parts:

PART 1: Assessment information: This part contains information on the assessment for this unit of competency and how an assessment will be conducted throughout this unit to achieve the competency.

It includes:
- Application of the unit of competency
- Purpose of assessment
- Elements, performance evidence and knowledge evidence requirements of the unit
- Conditions, context, required resources and location of the assessment
- Assessment tasks
- Outline of evidence to be collected
- Administration, recording and reporting the requirements including special adjustments,
appeals, reasonable adjustments and assessors' intervention.

PART 2: Assessment tasks: This part contains the information to undertake the assessment task successfully. In each assessment task, students will find the following information:
- Task instructions
- Role play/Practical Demonstration information
- Information on resources required, where applicable.

PART 1: Assessment information

Application of the unit of competency:

This unit describes the skills and knowledge required to establish, maintain and evaluate the organisation's work health and safety (WHS) policies, procedures and programs in the relevant work area, according to WHS legislative requirements. It takes a systems approach and addresses compliance with relevant legislative requirements.

This unit applies to managers working in a range of contexts who have, or are likely to have responsibility for WHS as part of their broader management role. It is relevant for people with obligations under WHS legislation, for example persons conducting a business or undertaking (PCBUs) or officers, as defined by relevant legislation.

NOTE: The terms 'occupational health and safety' (OHS) and 'work health and safety' (WHS) are equivalent and generally either can be used in the workplace.
No licensing, legislative or certification requirements apply to this unit at the time of publication.

Purpose of assessment:
The purpose of assessment is to determine competency in the unit BSBWHS501 - Ensure a safe workplace.

Elements
1. Establish a WHS management system in a work area
2. Establish and maintain effective and compliant participation arrangements for managing WHS in a work area
3. Establish and maintain procedures for effectively identifying hazards, and assessing and controlling risks in a work area
4. Evaluate and maintain a work area WHS management system

Performance evidence:
Evidence of the ability to:
1. establish, implement, maintain and evaluate a work health and safety (WHS) management system for a work area of an organisation in accordance with WHS legislation including policies, procedures and record keeping
2. ensure organisational WHS compliance
3. establish, implement, maintain and evaluate effective and compliant participation arrangements for managing WHS including identifying duty holders, identifying and approving the required resources and developing and implementing a training program
4. establish, implement, maintain and evaluate procedures for effectively identifying hazards, and assessing and controlling risks using the hierarchy of risk control
5. provide information and complete documentation for a WHS management system
6. identify requirements for and request expert WHS advice.

Knowledge evidence:

To complete the unit requirements safely and effectively, the individual must:
1. identify and detail relevant WHS Acts, regulations and codes of practice

2. specify relevant WHS organisational policies, procedures, programs and practices

3. explain hazard identification and risk-management processes

4. describe the hierarchy of risk control and how it is applied in the workplace

5. specify in-house and WHS legislative reporting requirements.

Context and conditions for assessment:

To comply with the assessment conditions of this unit:

1. Skills for this unit of competency will be demonstrated in a simulated business environment.

2. You will have access to suitable facilities, equipment and resources, including template documentation to undertake the assessment tasks for this unit of competency.

3. During the project work, you will undertake simulated case study assessment activities that involve complex interactions with real time situations where you have to give your suggestions.

The assessor will ensure that assessment is conducted in a safe environment and you have access to the following resources for the unit:

- Company profile
- Company business plan
- Vision, mission and values statement
- Organisational charts
- Organisation operational plan
- Induction plan template
- WHS policy
- WHS hazard identification form
- WHS hazard report form
- Risk management plan template

Clustering/holistic assessment:
There is no provision for clustering of assessments in this unit.

Competency requirements:
To be judged competent in this unit, you will be required to demonstrate all indicators which are shown in the Marking Guide (assessor's document).

You must satisfactorily complete all assessment tasks to be Competent (C) in the unit. Students with unsatisfactory completion of any of the assignment tasks will be deemed Not Yet Competent (NYC).

Assessors will ensure that the evidence collected meets the requirements of the Rules of Evidence (authentic, current, sufficient and valid) prior to entering results into the competency record sheet.

Students unsuccessful at achieving "Satisfactory" for any assessment at the first attempt will be given two opportunities for reassessment. If the student is still deemed Not Yet Competent (NYC) after two reassessments in a unit of competency student will be required to repeat the unit as per the scheduled delivery of the course. For further details, refer to RGIT Re-Assessment Policy and RGIT Course Progress Policy.

Project background
Due to growth at BizOps Enterprises, we have decided to expand our head office by refurbishing and fitting out the front building.
We will need to employ workers across a range of occupations and trades, including engineers, plumbers, electricians, carpenters and cabinet-makers, and painters.
The following is a broad scope of works:
• Demolish and remove internal walls, ceilings, cabinetry, carpets to leave an empty shell
• Construct new walls
• Plaster and paint walls and ceiling
• Sand and polish floorboards with 2-pac oil based estapol
• Replace electricals including power points and lights
• Install new cabinetry
• Clean and ready site for occupation

The project is expected to be completed in three months.
Nail guns, jackhammers, power tools, elevated work platforms and scaffolding, and a range of other building and construction equipment will be used extensively. There will be a skip on site for waste disposal.
There will be an appointed Site Manager with overall responsibility for managing the day to day work flow, ordering equipment and supplies, signage and hiring/firing contractors/trades. The Site Manager will have two Team Leaders to oversee specific tasks.

The building being renovated fronts a busy street and construction activities will need to ensure vehicle and pedestrian traffic is safe and uninterrupted.
The Workplace Health and Safety Management System (WHSMS) implementation and maintenance tasks over the coming weeks leading up to commencement of work include:
• confirming legislative requirements
• identifying relevant roles and responsibilities
• resourcing the WHS management system
• establishing appropriate induction and training
• providing participation and consultation arrangements for establishing the WHS management system
• developing processes for identifying and resolving issues
• implementing hazard and risk control procedures that ensure legislative compliance.
The WHSMS must also provide a mechanism for evaluating the effectiveness of the processes, which you and your WHS team will put in place.

You will need to access the following BizOps Enterprises plans, policies, and procedures:

This Project has been split into ten separate tasks. Please complete each task in the order they appear.

Task One

1. List and summarise the key WHS and/or OHS legislation in your state that will affect the refurbishment project described above.

2. Review the BizOps WHS policies and procedures listed above and compare to the legislative requirements in your state. For each policy or procedure, note what information needs to be amended or added to ensure it meets legislative requirements. You may choose to present this in a table format.

Task Two

Review the refurbishment project details and BizOps Organisational Chart and list the personnel who will have WHS responsibilities during the project, and for each person, detail what their specificresponsibilities will be, before, during and after the project has been completed. If you feel there is a role needed that has not been mentioned, please include it with a reason why.

Task Three

1. Develop a Hazard Management Plan that includes processes for hazard/risk identification, assessment and control. Your plan should include a risk assessment tool and may refer to and link with the BizOps Hazard Identification Form and Hazard Report Form. Ensure you implement risk controls according to the hierarchy of controls.

2. Identify five potential hazards that are likely to arise during the refurbishment project and follow the procedures you have just developed, including completing all required forms, to assess and manage each risk according to the hierarchy of controls.

Task Four
Create a list of the WHS equipment such as PPE and signage that will be required as part of the WHSMS for the project, and provide details of one supplier and the unit price for each.

Task Five
Develop a procedure for resolving any WHS issues through participation and consultation as per the WHS legislation in your state. Your procedure must include how and when you will provide information about the outcomes of participation and consultation to workers in a way that is easy for them to access and understand.
Your procedure should include timeframes and may be presented as an Action Plan.

Task Six
List the names and contact details of three organisations that can provide expert WHS advice and services relevant to the refurbishment project. For each, explain what specialist advice / service they offer in your state, and in what situation you would engage their services.

Task Seven
Develop an Induction and Training plan for all contractors working on the BizOps refurbishment project. Your plan may be in the form of an action plan and must include a method to record attendance.

Task Eight
Develop a monitoring plan to ensure WHS compliance over the three-month project. Your plan should be in the form of an action plan and must include regular meetings with stakeholders.

Task Nine

Review the Safe Work Australia website (https://www.safeworkaustralia.gov.au/).

• In your own words, explain how WHS incident data is collected and how it is used.

• Explain how you could use this information to maximise the safety of all people on site during the refurbishment project.

• Outline a system you could use to identify patterns of injury or disease.

Task Ten
Develop a plan to implement any required changes to your WHSMS during the project as a result of continuous improvement or in response to any incidents. Your plan should be in the form of an action plan.

The final documents you submit for assessment will be assessed using the project criteria provided. All project criteria outlined must be covered satisfactorily for Part B to be completed satisfactorily.
You must complete the project unassisted by the assessor or other personnel, but may refer to reference material as needed.

Assessment Task Part B: Roleplay Observation

Required documents and equipment required for this assessment:
• RGIT Learners' resources (Aspire ebook) for the unit BSBWHS501 - Ensure a safe workplace (organised by the trainer)
• Computer with internet connection and projector
• Learner's notes
• Learner's notes on legislation (Assessment Part A, Tasks 5 and 6) (learner to bring)
Instructions for students:

1. This assessment will be conducted in the RGIT classroom in a simulated work environment with access to the resources listed above.

2. Your assessor will form you into a group with two other students.

3. You will each take turns playing the role of the Site Manager conducting a meeting with the Site Team Leaders - played by the other two students.

4. The purpose of the meeting is to inform the Team Leaders of their WHS responsibilities while on site, implement a hazard management plan, gain their feedback and agree on participation arrangements.

5. Your assessor will complete the Observation Checklist to record your communication and interaction skills during each roleplay, including when playing the role of Team Leader.

6. It is expected that each role play will take approximately 10 minutes.

7. Please ensure you review the Observation Checklist before you commence your presentation so that you are fully prepared and know exactly what is expected of you.

8. Please submit the completed Observation checklist as evidence of this task.

9. At the completion of the roleplays, both the student and the assessor are required to sign and date the Observation Checklist, verifying that they acknowledge the outcome for this assessment task and have been provided with feedback from the assessor.

Assessment Task Part C:

• Student assessment booklet and pen (organised by the student)

This assessment will be conducted after session 5.

Instructions for students:

1. This assessment will be conducted in the classroom.

2. This is an open-book assessment.

3. Read each question very carefully to make sure you understand what you are being asked.

4. Answer the questions in your own words.

5. If you need to refer to a published source, you must quote the publisher's details using
appropriate referencing style.

6. If required, additional answer sheets can be used.

7. If you choose to answer on a separate sheet, you must create a header with your name, student ID, the code and the name of the unit and footer with date of submission and page number and sign the document.

8. You must answer all written knowledge questions satisfactorily as part of this assessment to be deemed Satisfactory for this assessment.

Question 9: Give two examples of when you might need to consult with or engage a WHS expert or specialist and why.
