The submission requires you to think about the 'Big picture'. The big picture we are looking at is the makeup of the Australian Ministry, i.e., how the Australian Prime Minister has set up the Departments, and who has been named as the Minister of the different Departments.

Conceptual thinking looks at how complex connections can be explained. Use the latest Administrative Arrangement Order provided to describe three main functions of four different government departments, and two pieces of legislation that more than one Minister is responsible for. So that others can understand the connections, draw a model showing the connections between departments, ministers, and functions. The model must include either a related or shared function (a function held by one or more departments), or a piece of legislation that one or more different ministers share.
