Some local governments have imposed residency requirements for some or all categories of their government employees. These requirements often generate controversy in legal as well as political arenas.

1. If a town has residency requirements in place, but cannot fill a position due to a lack of qualified candidates applying from within the town, how do you believe they should proceed with the hiring process?
