The notion of a human right to health and welfare services is controversial. Arguments range from those who believe government should have only a small role in providing for its citizens i.e., that government should provide a limited safety net for people who are unable to provide for themselves. Others argue for more than just access to health care - and that providing only a limited safety net constitutes the "ambulance waiting at the bottom of the cliff".
