Policy making is a lengthy process and requires multiple steps. The initial step in policy making is known as the formulation phase, it consists of the agenda setting and development of legislation (Longest, 2016). The formulation phase is important because it was the policies are initiated. Per Kingdon (2010), the agenda setting in public policymaking functions as three streams of activity: problems, possible solutions to the problems, and the political circumstances. From Kingdon's aspect of functions of policymaking possible solutions is important part of solving problems. Problems are usually caused by issues, like high costs, poor quality, and uneven access, these issues must have potential solutions that accompany them (Longest, 2016). Coming to solutions to these problems is key to making health policy possible.

There are key factors that lead to agenda setting and finding potential solutions to problems. Advocates are a major factor in creating solutions. Coalitions of advocates are research, policy organizations, media, organizations, and individuals (Ashford, et al., 2006). Advocates are key to providing solutions and usually see the problem and create the agenda setting. The advocates of policy making are the drivers for the agenda setting and create solutions. The interest groups also drive the potential solutions to problems. The interest groups have a common goal in mind and advocate for it, and provide guidance and even solutions (Longest, 2016).

The agenda setting and possible solutions is even used for health promotion. The idea of an interrelationship of policy, media and public agendas allow for health promotion to move health care issues to come up with solutions (Albalawi & Sixsmith, 2015). The idea of health promotion is to prevent sickness and illness and improve individuals' health. One possible solution that is mentioned by Albalawi & Sixsmith (2015), is to implement social media. If you offer positive images or posts about improving your health, it has positive effects. In the research done by Albalawi & Sixsmith (2015), it shows how communication via social media like, Twitter, can be a solution to improving health promotion. New strategies can be used to improve health promotion to appeal to the younger generations. I would consider using social media to appeal to the younger generations to help depict healthcare in a way that these individuals can relate to. Finding solutions is key to the agenda setting, because it creates solutions to important issues or problems that occurring in healthcare.
