4. Your individual report should be concluded with ideas for addressing weaknesses in the organization and management of the delivery chain.

5. This tutor-marked assignment requires a report of more than 4,000 words and less than 5,000 words.

6. There will be an opportunity for a formative assessment of a draft of the report prior to the submission for summative assessment.

7. There are five assessment criteria for the tutor-marked assignment. These five criteria will be used to mark the report. The criteria are that in the report you should:

(a) Demonstrate a systematic and evidence-based approach to identifying a government failure, which includes assessing impact on outcomes for the public.

(b) Provide a clear and convincing evaluation of weaknesses in the relevant delivery chain.

(c) Show a good understanding of the key stakeholders and how their interests and actions have consequences for government success or failure - especially ministers and citizens.

(d) Demonstrate a methodical approach to identifying actions to remedy weaknesses in the organization and management of the delivery chain.

(e) Present the report to a high standard.

Learning Point 2: The core of the marked assignment is formed by government failure & the delivery chain --- this assignment should not be seen as a standardised management report on a problem and solutions --- please make sure you focus on weak links in the delivery chain and the "solutions" need to be proposals for fixing the delivery chain or improving it. Learning Point 1: Identifying government failure needs careful thought and in my opinion is something more that saying government is under-performing. There are probably many examples of government underperformance - some of which might be slight under-performance and some of which might be massive under-performance. But not all examples of under-performance are examples of "government failure". Key questions for judging if underperformance is a government failure ... 1 are the minister's intentions being realised or not? 2 how serious are the negative consequences of underperformance? 3 how unhappy or dissatisfied are citizens with the government under-performance? 4 has the media (e.g. newspapers) highlighted the government under-performance - have they suggested it is not acceptable or that there is a crisis or a scandal?
