From the point of view of the beneficiaries and their heirs, amounts are due them because many policies were in force at the time of death, and circumstances beyond their control prevented the timely filing of death claims. Other policies lapsed because of morally repugnant acts by governments at the time. In many instances, no one having knowledge of the policies survived. Victims of the holocaust and their families note they were neither "at war" nor "enemy aliens".

However, reconstructing contract records and tracing families of insureds is exceptionally complex. Issues being addressed 65 and more years after the end of World War II are (1) what should be done to make right this troubling and complex matter; (2) what amount of money should be paid; (3) who is entitled to the money; and (4) who should pay it?
