CASE: Justifying the Human Resource Department

Assume you work in the human resource department of a medium-size manufacturing company. The company has been unionized for many years but has never had a strike. The president of the company has just requested that all departments develop a budget for the coming fiscal year and be prepared to justify their budget requests.
