At the end of 2009, state and federal correctional authorities reported approximately 1.6 million people incarcerated in federal and state prisons. While the US incarcerates more than any nation, 95% of all of those prisoners will be released from incarceration to reenter society at some point in time. It is estimated that prisoners are released at a rate of 600,000 per year or 1,600 per day. The average length of stay before parole is about thirty months. Discretionary parole is the mechanism by which most inmates are released. Discretionary parole refers to an offender's release from prison before the expiration of his or her term. The remainder of the time is spent in the community under the supervision of parole authorities. Although released from confinement, the parolee remains under the state's legal custody.
