No, I do not believe this is an accurate picture of the amount of hate crime in Canada. The Uniform Crime Report is based on crimes only reported to police officers. My guess is that the data provided online through the 2021 Hate Crime underreports the number of hate crimes because victims do not always report these types of crimes to the police for several reasons. For instance, if certain groups are less likely to report hate crimes due to fear or mistrust of law enforcement, the data might not fully reflect the actual amount. Some questions we might ask about this data might include questions involving reliability and validity, including "Are there any discrepancies in how hate crimes are defined and categorized?" or "Are there systemic biases that might affect how hate crimes are reported or recorded by police?".

Other tools that could be used to measure this type of crime would be victim surveys to gain insight into victim's experiences and community surveys to view the public image of safety and discrimination within communities. It is important to gather accurate crime data for several important reasons, such as providing justice to victims and perpetrators, lawmaking to help prevent hate crimes and to allocate resources to communities with high rates of hate crimes.
