As such, they decide to implement a promotion and hiring policy that guarantees one out of every three supervisory hires or promotions will be Hispanic. Is this a reasonable affirmative action plan to increase the number of Hispanic supervisors? Explain why/why not?

A university's tenure requirements are based on a weighting of teaching, service, scholarship, and colleagueship (good to work with). Teaching is measured by a performance rubric and student evaluation scores, service is measured by their attendance and participation on committees and other activities, scholarship is measured based on the number of publications they have, and being a good colleague is judged by others perceptions.
