Very good information this week! Community policing is defined by the Community Oriented Policing Services (COPS) office as:
"Community policing is a philosophy that promotes organizational strategies that support the systematic use of partnerships and problem-solving techniques to proactively address the immediate conditions that give rise to public safety issues such as crime, social disorder, and fear of crime" (pg. 3).
Programs designed to help facilitate a community policing philosophy include coffee with a cop., shop with a cop., and police athletic leagues. According to the text, engaging the public in non-traditional policing roles helps to build community relationships and improve police legitimacy. Building trusting relationships can help increase community engagement in the problem solving process, as noted in the definition above. But it goes beyond "being nice," or trying to be friendly. It's about mentoring and providing leadership.

Not in Our Town Series - COPS Office
The school resource officer is a sheriff's deputy in St. Louis County, MO, and this takes place shortly after the Ferguson, MO demonstrations. This officer clearly goes beyond the traditional policing methods and serves as a caring mentor, and an active listener, to kids who clearly need someone to listen them.
I would also like to add that if a police department is truly open and engaging, they must adopt the community policing philosophy from the top down. The Fort Wayne Police Department mission statement seems to reflect the values of community and quality of service:

Community policing is more than a simple program or being nice. A true understanding of community policing requires in-depth knowledge of those you serve and what you can do to help improve a general sense of community through mentoring and leadership.
