Assignment:
Decide on a town/county/state to research. It is recommended that you select an area that you are familiar with so you will understand the dynamics, culture, hazards/threats, government, and politics of the area.
Find a copy of your selected jurisdiction's mitigation plan and analyze the plan.
Refer to the appropriate FEMA Mitigation Review Guide (if you selected a city/county, you will use the Local Mitigation Plan Review Guide, if you selected a state, you will use the State Mitigation Plan Review Guide) along with the other resources provided to analyze your town's/city's/state's plan.
Instructions
1. Provide a short background of your town's/city's/state's location population level, key industries, etc. Summarize this in a paragraph and any appropriate tables/graphs. Use citations to support the facts (ex: population size, demographics, etc.).
2. Describe the mitigation plan (summarize in a paragraph).
- What possible threats has the plan identified?
- What natural hazards and man-made hazards is the plan preparing for in the mitigation plan?
- Is there a mitigation planning committee identified in the plan?
- Is the committee diverse?
- Are there individuals from various disciplines/fields/agencies who sit on the committee?
- Does the plan identify it stakeholders were involved in the mitigation planning process?
- Has the plan been updated recently?
3. Analyze the plan.
After you have described the plan, analyze the plan using what you have learned so far:
- Does this plan seem to be relevant for the jurisdiction it was developed for?
- Are the identified hazards appropriate?
- Does the plan identify current or evolving hazards in your area?
- Does this plan seem to sit on a shelf or does it seem to be used often? How does it compare to the FEMA guidance?
- What are some political barriers that might influence mitigation (positive or negative) in your area?
- Summarize this in a paragraph and use citiations to support your analysis.
