  1. Since the focus is now on a public health issue rather than a "marketing opportunity-is it OK for your location information to be shared/use this way?
  2. Is there a "marketing opportunity" here-and if so for whom? Are you OK with that-why or why not?
  3. Who owns the data? Since health care is involved-should this be subject to health care privacy laws (heres a reference to federal health privacy laws not? Why or why why not?
  4. Since the government is using this data-and they are the regulator--how can they regulate themselves? Should they do so/be allowed to do in the case of a public health emergency like a coronavirus pandemic? Are there other cases in which such regulations should apply?
  5. What recommendations do you have to create a balance for a Government and its citizens to function effectively and with a sense of integrity and protected privacy in this age of AI, big data, analytics and location sharing?
