Assignment:

The President of the Republic of the Philippines acceded into the 1970 Evidence Convention of the Hague to facilitate the cross-border taking of evidence in cases involving OFWs. Among others, this would allow the taking of testimonies through video conference from anywhere in the world. The President previously obtained the consent of the Supreme Court en banc. However, majority of the Senate belonged to the opposition party and refused to ratify the convention. Is the entry of the Philippines into the convention valid? Why is this valid?
