Officer Stu wanted to find and arrest people engaged in Unemployment Benefits fraud. He created a website that solicited people willing to "apply for unemployment benefits. Jerrod saw the website and called Officer Stu. Jerrod completed high school, is 23 years old, and has never held a job; he is not eligible for Unemployment Benefits. When he calls to find out more, Officer Stu explains that Jerrod can earn $500 for applying to the state for Unemployment Benefits under different identities. Jerrod does not know he is talking to the police. Officer Stu then provides detailed instructions, including fake names and addresses. Relying on this guidance, Jerrod successfully applies for Unemployment Benefits four times. When he went to collect his money from Stu, he was arrested.
