Some argue that democracy is under attack in a country where large numbers of citizens are imprisoned. Jerome Miller suggests in "American Gulag" that the prison population is a barometer that measures repression in a society, and that the U.S., with more than 2 million of its citizens in jail, looks a lot like Germany as it descended into the Hitler years. No democracy has ever functioned with as high a percentage of its citizens in jail as the U.S. has today.
