You recently have been trying to persuade top management not to reduce costs by cutting existing health coverage. Top management refuses to negotiate and plans to proceed with the cuts without exploring other options. Talk of a strike begins to circulate. Top management responds by arguing that the employee-involvement program has no authority to call a strike and if it does so its members will be fired.
