This inverse relationship causes a bit of a paradox. In the current system, it can be inferred that good students are becoming exceptional students due to better quality educators guiding them and bad students are becoming worse students due to poorer quality educators guiding them. However, in Clinton's program, public schools would have an incentive to ignore the more naturally gifted students who can pass the third party assessments without much intervention from the school and instead centralize their focus on the borderline to below average students. In turn, good to exceptional students would be instructed by poorer quality educators and be more prone to regressing back to the mean while bad to worse students would be instructed by higher quality educators and be more prone to passing the assessment tests. "Then Clinton argues that the quality of educators will improve through implementation of market forces, he could also be arguing that the margin separating excellent educators from poor educators would shrink.
