Education can be treated as a business. This increasing competition leads to the conclusion that strategic decisions with respect to education will be taken more and more on a global level by intergovernmental associations and the global actors among the educational institutions. A strategic vision is important for educational institutes regardless of their position in the segmentation of the education industry. It implies that there are enough reasons to approach the production and exploitation of education with a business approach.
Internationalization will pose new problems for the management of the educational institutes and the teaching staff. Collaboration with foreign institutes and individuals and teaching foreign students will introduce new cultural, institutional, and legal problems. Furthermore, there seems to be a difference in global cooperation in research, which are organized in worldwide networks, versus educational collaboration, which seems to be organized mainly in bilateral arrangements based on a competitor-partner relationship. As the strategic decision-making process moves to a global level, international cooperation and coordination of institutional policies will become more important for all educational institutions.
In conclusion, explicit strategic decision-making is as relevant in the globalizing educational sector as it is in other sectors of the economy. However, it can be expected that centralized strategies will be met by more resistance than in other sectors. By using a framework as that of de Wit and Meyer (2017), decisions are based on an explicit assessment of options which probable will enhance the quality of the chosen strategy.
