In Lesson 1, you were briefly introduced to the four pillars of Canada's Public Safety program. Two of those pillars were Border Strategies and Countering Crime.

In 2018, Prime Minister Justin Trudeau appointed former Toronto Police Chief and Senate Member Bill Blair to the new portfolio of Border Security and Organized Crime Reduction in a July 2018 cabinet shuffle. Mr. Blair remains the Minister of Border Security, but The Honourable Marco Mendicino, is now the Minister of Public Safety.

View the video clip. Then discuss why the PM first combined the two portfolios - creating the new position - then changed back to the two separate positions. What aspects of agenda setting were present/absence in the creation of this new position? What changed and made PM Trudeau revert back to two separate positions? Do you feel the media coverage of the current immigration crisis played a role? Why or why not? Do you feel (as one reporter suggested) that by tying border security to crime reduction, there was a feeling that the two areas were more closely related than Mr. Blair wanted citizens to think, at that time? If so, why/how has that changed? Do you think it is better to have the two positions separated or should they remain together? Explain your answer.
