1. About bill- "introduced to authorise public hospitals, with prior approval of governing body of hospital, to establish a state employee and retiree healthcare incentive program that will allow for the waiver of applicable out-of-pocket expenses associated with medical care at the public hospital for state employees and retirees and their covered dependents participating in the state group insurance plan."

2. The basic issue behind this bill is out of pocket expenditure by state employee and retirees. The out of pocket expenditure keeps them out of medical care facilities. It often acts as a barrier to accessing necessary medical care. Many individuals may delay or forgo medical treatment due to financial constraints, leading to worsened health outcomes and increased healthcare costs in the long run. To support them, waiver can be given by public hospitals for state employees and retirees participating in the state group insurance plan.

Thus, to strengthen policy, "we need to ensure that approvals are made on time and not delayed, which can delay treatment. There should be a feedback mechanism to ensure the proper functioning of the process. We need to conduct research to find out how many beneficiaries are there. We can generate funding through social fundraising to support this programme."

3. As an advocate of health care consumer, my role would be to disseminate the information to the beneficiaries regarding their rights. Also to ensure that the beneficiaries are not misguided and illegally demanded out of pocket expenditure. My role would also be to ensure that all required health care facilities are provided to the beneficiaries. My role would also be to address the concerns of the beneficiaries.

As an advocate of health care professional, my role would be to properly represent the interests and issues of professionals. My role would be to ensure that they are not overburdened by work, their mental peace is not harmed, they are paid for extra work etc. Also regular training programs are carried on so that they effectively care to the needs of patients.

4. This policy would ensure the access of health care to the retirees and state employees at affordable prices. They won't be left out. It will relieve the financial burden on them, and would allow them to spend on other important social indicators like education. It will promote equity in the society in access to health care. A healthy workforce would ensure development of country towards potential GDP.

5. The stakeholders needed to be collaborated to promote the cause are-

Beneficiaries- state employee and retirees will help in giving insights in how much out of pocket expenditure is made by them.

Healthcare providers- will help in giving the proper guidance for implementing this.

Health insurers- who will help in relieving the burden of health care providers and beneficiaries by insuring their expenditures.

Civil society organizations to ensure the beneficiaries are properly catered.
