Assignment:

1. Invasive species are non-native or non-indigenous species (plants, animals or microorganisms) introduced to a new environment with harmful or potentially harmful impacts on biodiversity and the economy. Some of these have had and continue to have devastating effects on their local communities (e.g. Zebra mussels in the Great Lakes, avian malaria in Hawaii). Even though not all invasive species are harmful or harmful to the same degree, non-nativeness of a species as the name suggests, has come to be regarded as something intrinsically undesirable. The conservation community has often recommended complete eradication as a solution. Do you agree with this view that we should make policy decisions based on the origins of a species (native vs non-native) or should we use some other criteria? Explain your answer.

2. Government of Canada's Policy on Cost-Benefit Analysis outlines mandatory requirements for departments when undertaking this analysis as part of a Regulatory Impact Analysis. Find out in the policy what the required discount rate is for departments to use. Is there any consideration given for proposals whose impacts occur over a long term? Explain briefly.
