The "International Convention for the Regulation of Whaling" (ICRW) is an international treaty signed in 1946. It has its own goals, and it created a specific organ to achieve some of them.
In a first (01) paragraph, mention the organ that the ICRW created; and mention which are the powers and functions of such organ.
