You are a departmental supervisor, and your department is having difficulty controlling cell phone use for personal business or non-departmental/non-governmental purposes during the workday. You have observed employees using their personal cell phones throughout the day while in their work areas. Personal calls, texting, web browsing, and Facebooking have all been observed with increasing frequency. This use occurs in all areas of the work environment at all times of the day. Some other departments have authorized and encouraged personal communication among key employees for work purposes at critical junctures during the workday. This may be a generational issue with some employees as they see it as essential to have immediate and constant access/usage of their cell phones in the workplace. You believe this use of the devices during the workday is interfering with workflow and productivity.
