Question

With respect to our readings on the relations between Congress and the presidency (particularly in the "modern" era), which institution do you believe is more influential in the policy making process? In your opinion, have recent presidents been able to "lead in the legislative arena" or have their efforts at persuasion been more highly dependent on the whims of certain members of Congress? What about the policymaking tools that presidents are able to use to bolster, challenge, and/or otherwise circumvent the legislative route? Last, what role does public opinion play in mediating the interactions between these institutions? Please provide some specific examples.
