Do you agree with this statement? why? Chapter 1 of the Rahm book discusses the many players that influence the direction of environmental policy. The President is the primary influencer of policy as his personal preference sets national agenda and his appointments to key cabinet positions (EPA for example), in theory, steer policy to his agenda. The executive office assigns budgetary priorities which are reviewed for regulatory impact on the budget by the OMB, who is directly responsible to the Oval Office. Lastly, he holds veto power over the Congressional budget. Congress passes legislation to enact policy and appropriates funding for agencies that implement and/or regulate this policy.
