Question: There were 13 states at the time, but one state notably refused to participate in the Constitutional Convention. Rhode Island boycotted the convention, refusing to send any delegates. George Washington himself, who was known for being even-tempered, was annoyed at this, writing that "Rhode Island . . . still perseveres in that impolitic, unjust, and . . . scandalous conduct." Rhode Island also initially refused to ratify the Constitution. The state finally agreed to ratify it in 1790, more than one year after George Washington took office as the first President under the new Constitution.

The delegates at the Convention also agreed to keep the Constitutional Convention, and all discussions and decisions, a complete secret. There are even stories told of the delegates blocking the windows and locking to doors to ensure that the discussions were kept private. Why was this secrecy needed? Some argue that the secrecy allowed the delegates to negotiate and work together, changing their minds without fear of appearing to outsiders that they had no consistency. Others argue that giving the public an input on the creation of the Constitution would have resulted in unsolvable deadlock.
