You are the mayor of Jersey City, NJ and you were elected under the pretense that you already have a 10-year plan to improve the city's innovation and entrepreneurship initiatives. Your task is to come up with this idea and explain:

1. What is the problem you are trying to solve

2. What your initiative is and how it can be done

3. How much it would cost and what type of people would be needed for it.

You may use any industry or concept but make it realistic and actually something that could benefit Jersey City as a whole.

This could include Urban Development, Arts and Culture, Community Services, COVID-19 related, etc. BE UNIQUE! You all come from a community, think of what things you would like to see in your community and apply it to Jersey City. If something exists already in your hometown and you wish to bring it to Jersey City as a partnership that is also acceptable.
