The new evolving idea about police using problem-oriented data analysis is strategic planning, such a strategic plan has been implemented by the San Diego Police Department and the Mayor Gloria. Problem oriented data analysis is the creation of a systematic approach to examining and addressing problems through data that produces the problems cause, scope, and effects.

The implications for future police managers and executives in utilizing problem-oriented data analysis is illustrated in the textbook Organizational behavior and management in law enforcement, "Good managers utilize organizational analysis to scan the internal and external environments for potential problems and initiate planned change before a crisis occurs" (More, H., Vito, G., & Walsh, W., 2012. Pg. 671). The consequences of the process could mean avoiding disaster through strategic planning.
