Why are employers implementing policies that require employees to engage in healthier lifestyles? Do you think it is ethical to penalize an employee for choosing junk food or smoking, even when all products are legal?

The enforcement of the wellness policies are done by the HR staff, and are viewed as the "wellness police." How does the title "wellness police" possibly undermine the other work that HR does, such as compliance, training, compensation- that requires managers and employees to cooperate?
