Assessment 1 - Written Questions

Assessment 2 - Project 1 - Support and facilitate the implementation of a WHSMS

Part A: Outline requirements of WHSMS based on risks

You are the Operations Manager of Endurance Fitness. The owners of the company have asked you to develop and implement a new WHSMS based on evolving operational needs in response to COVID-19, in conjunction with the WHS Committee.

The WHS Committee comprises:
• Maria Lorenzo (Centre Manager and Head Coach at Airport West)
• Joe Kirkland - Coach/Trainer - Port Melbourne
• Samantha Green - Coach /Trainer - Airport West
• Tim Green - Marketing Manager - Melbourne CBD You are to complete the following tasks.
1. Conduct an initial review of the information related to WHS at Endurance Fitness as given in the scenario.
2. Conduct independent research on the Internet to determine the relevant legislation, standards for WHS management systems, risk management and record keeping requirements.
3. Prepare an outline of your proposed WHSMS. Your outline should be no longer than 500 words, and should identify:
a. Purpose and function of the WHSMS
b. At least three objectives of the WHSMS as described by the owners of the company
c. Relevant legislation, regulation and at least one international standard related to the structure of the WHSMS
d. The framework or structure of the proposed WHSMS
e. Five key WHS issues identified through the review that must be addressed by WHSMS including issues related to COVID 19
f. Three changes or additions that need to be made to existing WHS policy
g. Two methods of consultation with stakeholders in order to develop WHSMS
h. Three external sources of information that must be used to identify legislative requirements and safety guidelines that inform the WHSMS

4. Write a covering email to the WHS committee members and the owners of Endurance Fitness asking them to read the WHSMS proposal you have prepared, and request them to respond with their approval or suggestions for changes to the proposed WHSMS.
5. Attach your WHSMS proposal to the email and submit it at an email address specified by your assessor.

Part B: Develop WHS policy and commitment to WHSMS

You must assume the WHS Committee and owners of Endurance Fitness have approved your proposal.

1. Following this, the owners have asked you to research and develop a draft of a WHSMS as a portfolio of documents, which includes the following:

a. An Organisational WHS statement of intent (no longer than 300 words) detailing the company's commitment to creating a safe and healthy working environment. The safety statement should include a brief statement that states the commitment for:
o compliance to relevant legislation
o risk assessment and management in the workplace
o provision to all workers of the necessary information, instruction and training to ensure their safety
o consultation with the workforce on health and safety issues
o provision of sufficient resources to secure the safety targets
o training related to health and safety

b. A WHS policy revised as per the needs of the organisation that you have identified in the outline, using the format of the existing WHS policy, and including:
o COVID-19 specific obligations of employer and employees and related procedures
o WHS issue resolution procedure
o WHS record keeping procedure

c. A list of WHS duty holders and their responsibilities, based on the Endurance Fitness organisation structure

d. An outline of the Risk Management procedure.

e. An outline of the consultation procedure describing how consultation with stakeholders will be conducted and the outcomes of consultation will be incorporated into a WHS plan and WHSMS

f. An outline of staff induction and training procedure.

2. Write a covering email to all the WHS Committee members and the owners of Endurance Fitness asking them to read the draft of the WHSMS documents that you have prepared, ahead of a meeting during which you will make present and discuss the draft WHSMS documents you have developed. You must invite them to provide suggestions and raise any doubts they may have.

3. Attach the draft WHSMS documents to the email and submit it at an email address specified by your assessor.

Part C: Role play - Communicate the WHS policy requirements and commitment to implement a WHSMS

1. Arrange a time with your assessor to complete management role-play in which you present the design of your WHS management system and WHS policy to the CEO for discussion and approval.

2. In a 10-15 minute role-play presentation and consultation session, propose the design of an appropriate WHS management system and WHS draft policy to the CEO.

You will lead the meeting and discuss:
• core elements of system and proposed changes or additions
• relevant standards
• relevant legislative requirements for WHS management, including those related to record-keeping
• WHS policy requirements
• how the policy will be communicated to employees
• how the design of WHS management system and WHS policy meet internal and external requirements
• possible certification option and process of certification.

Note that, during the presentation and consultation session, you will need to:
• answer questions
• ask for feedback and input into the system
• work to build support and ask for management commitment to policy and WHSMS.
• make notes of the consultation

In this role play, you must play the role of the Operations Manager. Your assessor will play the role of the CEO.

Part D: Facilitate the participation of individuals and parties in finalising the WHS policy

1. Following the meeting with the management team, you are to prepare a final draft of the WHS policy and the design of WHSMS incorporating the changes that may be suggested by the management team during the consultation.
2. Write a covering email to the WHS Committee and the owners of Endurance Fitness asking them to review the final version of the WHS policy and procedure you have attached to the email and ask them to provide their agreement and approval.
3. Attach the draft WHSMS documents including the WHS policy to the email and submit it at an email address specified by your assessor.

Part E: Document and disseminate the WHSMS and WHS policy to individuals and parties

Assume that the WHS committee and the management team have approved the WHS policy and the WHSMS.

1. Prepare a final version and communicate it to all staff, by writing a covering email to them announcing the approval of the policy and the WHSMS.

You must invite the members to make any comments or suggestions as they may deem fit. Ensure you keep a copy of all work submitted for your records.

2. Attach the draft WHSMS documents to the email and submit it at an email address specified by your assessor.

Assessment 3 - Project 2 - Develop and implement a WHS plan

Scenario

This is a continuation of the scenario in Assessment 2.

With a view to reopening in August 2020, the CEO believes a WHS action plan should be prepared, and has assigned this task to you, the Operations Manager.

You must work with the WHS Committee and develop an action plan in consultation with them.

This action plan will be based on the government agencies' guidelines for a COVID-19 Safety Action Plan and will need to be shared with all employees. This will help slow the spread of COVID-19 and reassure visitors that they can safely visit your business.

Part A: Role play - Participate in a meeting with the CEO

1. Participate in a meeting with the CEO to discuss the WHS plan and the measures to be put in place to:
• identify and control the risks
• maintain compliance
• monitor implementation and performance of the COVID-19 safety action plan in preparation for the reopening of the business in August 2020.

During the meeting, you must:
• discuss the requirements of the WHS plan, and seek inputs on identification and control of risks, compliance, performance monitoring, and implementation of system.
• consult CEO on compliance and standards to adhere to
• consult CEO on WHS targets and performance measures
• make notes of the consultation.

This is a role play. You must play the role of the Operations Manager, and your assessor will play the role of the CEO.
Your assessor will record and assess your performance using the Role Play Observation Checklist for this task.

Prior to the assessment, read the Role Play Observation Checklist to understand the standard of performance expected of you in this task.

Part B: Role play - Conduct a brainstorming session to identify risks

Conduct a brainstorming activity with staff of Endurance Fitness to identify WHS risks faced by Endurance Fitness, so that a risk register can be prepared.

This is a role play activity. You and a group of 4-5 students will play the roles of members of the WHS committee.

Your assessor will organise a time and place for the brainstorming activity and divide the class into groups of 4-5 for the purpose of this assessment activity.

For the brainstorming session:
• Each student in the small group will take turns and get 8-10 minutes to lead the discussion during the activity.
• Your assessor will distribute COVID 19 safety information and templates prepared by several government departments randomly to the students before the activity. These can be used as prompts by group.
• You must select three safety requirements of the business to brainstorm, as suggested in the safety literature you will refer to, and discuss the possible risks with the WHS Committee members.
• Your assessor will assess each individual student's performance in a separate Role Play Observation checklist.

During the brainstorming session, you must encourage the team to:
• participate in the discussion
• articulate and consider risks from various perspectives
• identify possible causes of the risks
• consider most relevant risks, their likelihood, impact and control measures, resources required, timeframes and persons responsible
• consider if the WHS policy and procedure and the WHSMS systems support implementation of the WHS plan
• establish group consensus on the four most relevant risks and mitigation strategies being discussed
• establish support for the COVID 19 Return to Work risk management initiative

You will be provided with the following:
• Observation Checklist for assessor to record your participation.
• Classroom set up as a presentation venue
• Participants (students in the group)
• Computer that has Internet access, data projector, pointers
• Flipcharts, butchers paper, markers, etc. as required for the brainstorming activity.

Part C: Document and implement the action plan

Following the discussion and consultation in the two role-plays, you are to prepare a draft action plan and communicate to individuals and parties the WHS plan implementation requirements.

1. Prepare a draft COVID-19 Safety Action Plan for Endurance Fitness for the four areas suggested by the CEO during the consultation in Part A and the actions and measures you have brainstormed with the WHS committee in Part B.

You must conduct independent research on the Internet and review the various guidelines published by various government agencies.

You must use the template for COVID-19 Safety Action Plan provided in Appendix A.

You must research and record for the identified four (4) requirements:
• at least two actions for each requirement
• at least two resources required for each action
• person responsible for follow-up of each action
• nominated completion date of each action

The actions you propose must be in accordance with the hierarchy of controls, comprising elimination, substitution, isolation, engineering and administration and PPE.

2. Write a covering email to the WHS committee members and the CEO of Endurance Fitness asking them to review the draft COVID-19 Safety Action Plan you have prepared, and request them to respond with their suggestions or comments.

In your email, you must:
• research and identify where WHS committee members can procure the following implementation resources:
o COVID-19 safety posters for display
o COVID-19 safety guidelines for gyms for all staff to follow
• request committee members to procure these resources

• request committee members to read the updated WHS policy, particularly the risk management section, and provide you feedback on the suitability of the policy to support implementation of the COVID-19 Safety Action Plan, and any changes required

3. Attach your draft COVID-19 Safety Action Plan to the email and submit it at an email address specified by your assessor.

Part D - Determine the measurement and evaluation requirements of the WHS plan

The COVID-19 Safety Action Plan has been communicated to everyone and preparations have commenced.

Now you need to communicate the responsibilities of individuals to ensure they fulfil their responsibilities for measuring and evaluating the WHS plan.

1. Prepare a draft Measurement and Evaluation Schedule for COVID-19 Safety Action Plan.

Your schedule must identify at least five actions, and for each action:
• an evaluation indicator
• a monitoring method
• person responsible
• frequency of monitoring/ reporting.

Use the template provided in Appendix B to prepare your schedule. In the template, one example has been provided to you.

2. Write a covering email to all the managers and the CEO of Endurance Fitness to communicate to:

• request the managers and CEO to take a note of their monitoring responsibilities, frequency and tools required, as per the plan
• request their feedback and any suggestions for changes for the following:
o suitability of the WHS targets and performance measures, and the monitoring frequency for actions documented in the action plan
o suitability of the policy's record keeping requirements such as sign-in sheets, data base, report templates, etc., to support implementation of the COVID-19 Safety Action Plan
• specify a short time frame to provide feedback (e.g. one week)

3. Attach your draft Measurement and Evaluation Schedule for COVID-19 Safety Action Plan to the email and submit it at an email address specified by your assessor.

Part E - Revise measurement and evaluation schedule

Scenario
The following is the feedback from the team, on the monitoring and evaluation schedule:
• The CEO has replied to your email, instructing that Workplace Inspections for compliance with COVID 19 measures must be completed twice a day, and asked you to revise the Measurement and Evaluation Schedule.
• Two centre managers have suggested that there should be brief procedure to guide them on what to do in case a staff member or member/visitor suspected of having COVID 19 is at Endurance Fitness or has recently been at Endurance Fitness.

Task

1. Revise or amend the monitoring and measurement schedule based on the instruction from the CEO.

2. Conduct research on Safe Work Australia and prepare a brief procedure for actions to be taken should a person suspected of having COVID-19 is at Endurance Fitness or has recently been at Endurance Fitness.

3. Prepare a covering email to the WHS committee summarising the changes made to the Measurement and Evaluation Schedule for the COVID-19 Safety Action Plan and requesting the committee to familiarise themselves with the newly developed procedure for what to do in case a staff member is suspected of having COVID-19.

4. Attach the revised Measurement and Evaluation Schedule for the COVID-19 Safety Action Plan to the email and submit it at an email address specified by your assessor.

Assessment 4 - Project 3 - Review and improve the WHSMS

Scenario
It is now March 2021, and six months since the implementation of the WHS management system across the three centres of Endurance Fitness.

The COVID 19 pandemic is on a decline. Endurance Fitness' COVID-19 Safety Action plan has been implemented successfully, and there have been only two cases of COVID-19 reported in the three centres. Endurance Fitness managed these two cases in accordance with the Action Plan. Both these persons have since recovered well.

The objectives of the WHS management system were:
• Minimise incidents of workplace related injury and illness
• Reduce number of days of lost work
• Establish risk management process
• Ensure managers implement WHS policy and WHSMS consistently and effectively
• Ensure employee participation in WHS activities across the organisation

Since the conditions of the COVID-19 pandemic did not allow any expansion, Endurance Fitness has maintained status quo in terms of the number of centres. The number of employees has also remained stable. The number of members has also remained stable, with the numbers of in-the-gym members increasing, while online membership numbers are gradually decreasing.

Part A: Consult staff to review WHSMS

The CEO has asked you to collate, review the WHS data of Endurance Fitness, in order to measure and evaluate the performance WHSMS, with a view to improving it.

Write an email to the WHS committee and the CEO of Endurance Fitness to communicate to them the requirements for the review and improvement requirements of the WHSMS, so that they complete their responsibilities for measuring and reviewing the performance of the WHSMS against targets.

In your email, you must:
• inform the committee members about their responsibilities towards monitoring the implementation of the WHSMS, and the information or tools they need to use or refer to collect the evidence of performance

• invite the members of the committee to provide their input into developing an evaluation protocol, seeking their suggestions for evaluation criteria, measurement tools, data collection methods, frequency/ timing, and personnel responsible.

• establish a short timeframe from them to provide their responses (e.g. one week)

Part B: Evaluate and report on WHSMS implementation

Scenario

WHSMS performance data collection plan

Assume that based on the consultation with the managers of the company, you prepared the following WHSMS performance data collection plan to ensure the WHS management system objectives are met.

Task

The CEO has asked you to provide a written evaluation report in no more than 800 words, on the performance of the system.

The report should include the following sections:
• An abstract of the main points of the report
• Methods:
o the WHSMS evaluation protocol used - Objectives, Target, Actions taken Indicator/ monitoring
o a description of data used:
» WHS data from the incident and injury registers for the two periods
» WHSMS implementation data provided
• Body of the report including:
o findings on the achievement of the WHSMS performance results against targets, summarising three areas of poor performance
o a discussion of probable causes of poor performance in each area identified
• Conclusion - a broad summary of gaps in effectiveness of WHSMS, and their causes.
• Recommendations - at least one recommendation for improvement of the performance of the WHSMS against each area of poor performance
• References -sources used, legislation and standards referred to.

Your report should demonstrate your ability to:
• identify complex relationships between ideas and information. It should be written in a style of writing suitable for a formal report format and formal audience
• employ vocabulary, grammatical structure, and conventions appropriate to a report
