Implement a traffic light controller

You are required to implement a traffic light controller on the DSX Experimenter Module Seven Segment Displays. The traffic light will be implemented with a digital logic circuit on the CPLD. The traffic light is needed to handle traffic in the intersection of two roads; North-South and East-West, as shown in the figure below.
