There have been several historical precedents that have impacted the social welfare movement: The Beveridge Report (1942-UK) laid the foundation for the modern welfare state in the United Kingdom, emphasizing the need for comprehensive social insurance and public services. At the heart of the report was Beveridge's decree that future action to improve social insurance, steps on the road of 'social progress', should not be hindered by any 'sectional interests' - instead government should work to abolish the 'Five Great Evils' which plagued society: Want, Disease, Ignorance, Squalor and Idleness.

(Day, 2017). The New Deal (1930-U.S.), President Franklin D. Roosevelt's New Deal programs aimed to address the economic challenges of the Great Depression, including social security, unemployment insurance, and public works project. The government taxes the wealthy, thereby securing the necessary revenues to fund social programs for workers and the poor. This approach dominated social policy for almost 50 years. In fact, it was so successful that by 1980 social welfare accounted for 57 percent of all federal expenditures (Karger & Stoesz, 2022). with cited sources.
