Based on the deliverables, the readings and your own experience answer and discuss the following questions about Evaluation in the Federal workplace:

Considering that in response to various mandates to apply commercial best practices to the Federal Government, there have been numerous attempts to move from traditional "pass-fail"/seniority-based systems toward some form of performance-based system (e.g. Pay for Performance, NSPS, Pay-Banding, etc.) for employee assessment, development, advancement and compensation, why is it that the majority of the Federal civilian workforce are still managed and compensated under the General Schedule?

  • What external factors influence (i.e. enable or constrain) the implementation of performance-based management and compensation?
