MGT3SGV Sport Organization Governance
LEARNING OUTCOME This assessment is designed to help you to think critically about contemporary issues in sport governance.
LEARNING TASK
1. Identifying a case of sport governance that is "viable" (i.e. has sufficient data to analyze and write a case study about)
2. Analyzing your case & case documents (your analysis should be supported by citation of relevant learning resources - see below)
3. Writing the case study according to the guidelines herein, using learning resources to support your analysis, where appropriate.
LEARNING RESOURCES:
• Your case study should demonstrate your understanding of "conceptual content" - see the assessment criteria on p. 2 below.
• This means that your Case Study answers/analysis should be informed - where relevant - by good quality sport governance learning resources. These include - at a minimum - the following:
1. Hoye & Cuskelly (2007) Sport Governance book
2. Sport Australia (2020) Governance Principles
3. VicSport (2018) Good Governance Toolkit
Choose a sport organization
LEARNING STAGE 1: Identifying a case of sport governance that is "viable"
• The choice of organization (i.e., case), and challenge of sourcing relevant case materials is the responsibility of the student.
How to identify a viable sport "case"?
- First, use the matrix below to shortlist possible sport organisations (cases). Pick any sport you like. Pick any level of sport you like (international/national/state/local)
- A sport organization in each of boxes below will give you 15 options to choose your case from
LEARNING STAGE 2: Analyzing your case
Now you have a viable case, your task is to review the governance of a sport organization. In order to review the governance of this sport organization, you will need access to documents such as:
• The constitution or articles of association
• Strategic plan
• Annual reports.
• Media reports
LEARNING STAGE 3: Structuring & Writing Your Case Study
Executive Summary (approximately 200 words - but not included in the word count):
• Define sport governance (cite a definition from a credible sport governance text)
• Give an overview of the organization (i.e., Why do they exist? For whom do they exist? Where are they located? # of staff/members? Programs they manage?)
• Briefly summarize the governance problems of the case, and your recommendations for solving these problems
• Tip? Write this section last, after you have written sections 1-3 below)
1. Case Description (900 words):
i. Classify the sport organization using one of the following classifications: (1) For-profit, privately-owned company; (2) Not-for-profit, member-owned organization. Briefly justify your choice of classification.
ii. Board Directors: How many board directors are on the board? How are board directors recruited? (i.e., By election? By appointment? Or both?) Describe the gender diversity of the board (E.g., No diversity? Some diversity? Significant diversity? Gender Balance?)
iii. Describe the strategic direction of the case (i.e., Mission Statement? Vision Statement? Key organizational objectives (goals)?)
iv. Describe the governance model evident in the case: (1) Traditional Model? (2) Executive-led Model? (3) Policy Governance Model? Briefly justify your interpretation of model.
v. Describe the governance structures of the case (i.e., Members? Council/Annual General Meeting? Board? Sub-committees? Constitution?)
vi. Describe the management structures of the case (i.e., Chief Executive Officer/Managing Director? Departments/Units?)
vii. Outline the internal & external stakeholders for the organization
viii. Briefly discuss one external influence on the governance of the organization (e.g., Government sport policy, Sport Australia's Governance Principles, external stakeholders, government laws or regulations, globalization). Indicate how this influence's their governance.
2. Case Discussion (approximately 900 words)
• Note: This section is a critical analysis of the governance of your chosen organization.
i. Board Composition: Describe the composition of the board. Is it a representative board? (i.e., where directors represent individual or organizational members). Or a skill-based board? (i.e., where directors are elected or appointed for their governance skills. E.g., legal, finance, leadership, business, sport).
ii. Evaluate the quality of the governance that you observe in the case using the eight Sport Australia Sport Governance Principles. For each principle, use the "Example Behaviours and Actions" for boards and directors as criteria for assessing whether the organization's governance meets best practice in sport governance:
i. Principle 1 - The spirit of the game: values driven behaviour & culture.
ii. Principle 2 - The team: aligned sport through collaborative governance
iii. Principle 3 - The game plan: a clear vision that informs strategy
iv. Principle 4 - The players: a diverse board to enable considered decision-making
v. Principle 5 - The rulebook: documents that outline duties, powers, roles & responsibilities
vi. Principle 6 - The playbook: board processes that ensure accountability and transparency
vii. Principle 7 - The defence: a system which protects the organization (i.e., risk management)
viii. Principle 8 - The best and fairest: a system for ensuring integrity
ix. Recommendations: Conclude your discussion by giving recommendations for solving the major governance problems at the organization.
3. Conclusion (approximately 100-150 words). Summarize your main points from the Case Description and Case discussion sections.
4. References (not included in the word count): Make sure all references are cited correctly using APA 6 or APA 7 referencing method.
5. Appendices (if any & not included in the word count): i.e., any original data that relates to the study but which would have interrupted the flow of your report.
