Assignment-Interpretation and Revision of Language in a Collective Agreement

Scenario:
Leticia, Francesco, Tommy and Jada all work for ABC Manufacturing. Currently Leticia and Francesco are Lye Vat Cleaners. Jada, works as a Grinder, but one year ago, she also worked as a Lye Vat Cleaner. Tommy has never worked as a Lye Vat Cleaner. All four are members of Local 123 of UNIFOR
A number of Lye Vat Cleaners have come down with the Mumps, and as a result productivity has been impacted significantly. The first-line supervisor, Madeline Bodner, MUST get two employees to work 5 hours of overtime tonight. She has referred to the language in the Collective Agreement and needs your help to determine who will get the overtime (OT).
As we've already discovered, the language in a collective agreement will determine who is eligible/required to the OT. There are three different OT articles in this assignment. Your job is to interpret each article and determine what two employees will be working tonight. You should assume that the employee must be qualified to do the job in order to qualify for OT.
Your answer must:
1. Identify who the first person selected for OT is and why
2. Identify who the second person selected for OT is and why
When you are explaining why - make direct references to the language that has resulted in this decision.

"The Company and the Union mutually agree that compulsory overtime work shall be avoided wherever feasible. An employee has the right to request excuse from overtime, and this shall be granted unless no other appropriate employee is available. If too few employees volunteer, the employees with the least seniority among those qualified to do the work will be assigned overtime."
