The program calls for exchange of post-graduate scientific and technology scholars at research universities from 16 nations. This program creates the potential for foreign government intelligence organizations and others to illegally acquire classified and other legally restricted information.

Specifically and comprehensively, address the following areas:

1. The Threat - Identify the nature of the intelligence threat and what espionage techniques are likely to be used. Do not describe the specific espionage capabilities of every nation individually. Since every nation could use any espionage tradecraft technique, and every nation could recruit participants from other nations, the issue is what techniques are you likely to encounter. Support your conclusions.

2. Strategy to counter the threat - Develop a strategy to coordinate CI activities of the (1) appropriate government agencies, (2) relevant corporations in the private sector, and also (3) research universities together with their security departments.

3. The responsibilities of each of the following:

Identify the appropriate government agencies by name and responsibility.
Generally, identify the corporations who will be involved (i.e., since the facts do not name particular corporations, neither should you). They are simply "corporations at risk".
Generally, identify the universities who will be involved (for the purpose of this problem do not treat universities like corporations).
Identify obstacles and constraints - specifically explain how they can be overcome.
Include suitable offensive and defensive CI approaches and describe the CI tradecraft that may be used. Note that you are to develop and deploy a programmatic approach.
Consider both domestic and foreign implications, as U.S. citizens will be traveling to universities overseas under Phase 2 of this program.
