Question 1. An act aims at ensuring that WHS is managed effectively in the workplace by ensuring that employees are protected under their Commonwealth, state and territory laws.

Discuss one of the three functions relevant to WHS laws relating to ensuring a safe workplace that need to be addressed when developing a WHS Management System (WHSMS).

Question 2. To maintain a quality WHS system you need to continuously improve it. Risks will change as the environment changes.

Good WHS management places emphasis on monitoring and reviewing all current organisational plans, strategies, systems and controls. Monitoring ensures that as risks change, new control measures are introduced to control these changes.

Identify and explain one (1) process that can be used to monitor and review WHS organisational policies, procedures, programs and practices that will be used as performance evidence to evaluate the WHS System.

Question 3. As changes are implemented in the workplace, it is important to be aware of the repercussions of the change. When you introduce any form of change, you need to consider the effect that it will have on the staff that will be impacted by the change. For example, if you change a procedure at one point, it may have a positive impact on that area. However, in the next step of the process, that change may cause problems that will have a negative impact on productivity.

Change is implemented through a support system to inspire your team to embrace the change. One model of change is John Kotter's model.

From the list in the John Kotter model on hazard identification and risk management processes, in your Learners Guide, select a step and explain the meaning.

Question 4. The control measures used to control risk should be chosen according to their effectiveness. The hierarchy of control is a useful tool to use to control risk. The higher up the list you are the more desirable the control measure is. Use the control measures mentioned first to ensure higher control is maintained. There will be times however, when these preferences will not be convenient. When this occurs, you can refer to the hierarchy of controls.

Though it is preferable to choose the higher level of the hierarchy of controls to resolve a problem, there are instances where you have no choice but to use a lower level of the hierarchy. The factors that will influence this decision can include:

Available funds

Availability of the equipment

Its suitability to the workplace

Review these three factors and outline disadvantages that may limit their use.
