Ying completed her education at a business college in December 2021, majoring in HR, and on January 2022, was appointed Manager in Toronto by a Chinese company, Orient Contractors (OC). This company intends to undertake construction projects in Canada. The GM of the company based in its headquarters at Beijing, Chin Lu (CL), has asked Ying to achieve the following objectives in 2022: 

  1. Design an organization structure and make a manpower plan/chart outlining the jobs that would be filled for the company's operations in Canada.
  2. Determine the compensation packages being offered to construction professionals in Canada and propose a compensation and benefits structure for the company.
  3. Identify the Canadian Labor Laws and Legislation that the company would have to follow and develop a strategy for compliance.

Ying grew up in Chengdu, a city in southern China, and came to Canada in 2016 with her parents. Her father, a geologist, got a job at an exploration project in the Northern Territories, while she stayed with her mother in Toronto pursuing her education. Initially, Ying had a difficult time learning and speaking English. However, a very intelligent, hardworking, energetic, and focused student, Ying obtained an overall A grade at the business college and was ranked in the top 10th percentile of her class. Ying is also well organized, does excellent time management, and has a caring, empathetic and extravert personality. 

CL is patient and is not expecting immediate results from Ying. He just wants Ying to achieve the company's 2022 goals mentioned above. He knows that obtaining projects and having sales in Canada will first require that a proper office be established, and a competent and motivated team be formed. This will take the whole of 2022. Besides, construction projects in Canada are not like China where the engineering, HR management functions, labor laws, social, cultural, and commercial environments are very different. Both Ying and CL must first understand and learn about the Canadian construction sector, the construction professionals, their personal and professional requirements, their compensation and rewards, the issues of labor unions, etc., and the HR practices and procedures.
