Next, identify the bill's primary sponsors, and discuss why they want to change this law. Third, track the bill through the legislative process what has happened to the bill so, and where is it now? Finally, what chance does the bill have of becoming law, given today's political climate?  (Note: you can't do this last part without discussing political parties, among other factors.)
