A police officer stops the mayor from his town for a traffic violation. The mayor appears to be intoxicated. The officer has stopped the mayor in front of her home (the mayor's home). The officer knows there is a key vote next week for the police budget. The mayor is the deciding vote as to whether or not the police budget is passed. If the budget does not pass several members of the police department will lose their job. The city will used a scaled down police department that won't be able to respond to some of the police calls.
