The proposal should consider the following:
1. How to identify the KSAs (knowledge, skills, and attitudes) the target populations (pilots and maintenance personnel) already possess in respect to the new business jets.

3. How to identify the "gap" between the target population's current KSAs and the KSAs needed to meet performance expectations.

6. How to design a curriculum that takes into consideration the results of items 1 through 5 and that effectively and efficiently meets the needs of the organization and its personnel.
