Locate the statute pertaining to reimbursement for fees and costs in the following situation.

The Wallace's were foster parents of a 3 year old that was placed with them since birth. About a year after the child was taken into the State's custody and while in the Wallace household, parental rights were terminated . The Wallace's had developed a good relationship with the child and so applied to adopt the child. At the same time another couple who were distant relatives from another state also applied for adoption of the child. A long court battle ensued with the Wallace's spending a great deal of money, $30,000.00 (to be exact) to fight for and maintain custody of the child so they could adopt her. The State fought them every step of the way because the community based care provider wanted the child to be placed with the distant relatives.

Eventually a trial took place and the Judge ruled in the Wallace's favor finding that the state unreasonably withheld consent. Now, the Wallace's would like reimbursement of their fees and costs because all were incurred fighting for the right to adopt the child.
