Review the attached case study. You will then answer the following questions.
Question 1: Considering the Bill & Melinda Gates Foundation's (the Foundation) portfolio mix, do you consider the "Global Policy and Advocacy" program as the right fit for its mission and strategic goals? Is this program the correct initiative in the portfolio mix, considering the other programs that have a different focus on Global and US development? Elaborate with reasons.
Question 2: Why, in your opinion, did a non-profit organization like the Foundation feel the need for enterprise project management through a centralized Enterprise Project Management Office?
Question 3: How important do you consider leadership for the success of an EPMO? In your opinion, is Don Kingsberry the right choice to lead the EPMO at the Foundation? Justify your answer.
Question 4: From the case study, identify a list of critical success factors for an EMPO.
Question 5: As part of its project methodology, the EPMO at the Foundation suggested categorizing projects into three tiers. What are the benefits of classifying projects in such a way?
Question 6: Consider the statement, "All project management actions are performed with the objective of minimizing and curtailing project risk." After reading the case study, do you think establishing an EPMO also helps with project risk management? Provide your reasons.
Question 7: As per the case study, Kingsberry lays out three goals for portfolio management: strategic alignment, prioritization, and sequencing. Describe your understanding of these three terms.
Question 8: The EPMO at the Foundation has identified ten criteria for project selection. With your understanding of the mission, strategy, and the program portfolio as the foundation, create a weighted scoring model by assigning weights to the criteria. You may use all the ten criteria or choose a minimum of any six criteria. The assigned weights should add up to 100%. Briefly explain the rationale behind assigning these weights, (i.e. why you chose to assign a higher weightage to some criteria and a lower weightage to other criteria).
Question 9: Analyze the Project Prioritization Bubble Chart given in the case study. Answer the following two questions:
• Would the Green projects make for the right choice? Why?
• Would you consider selecting the Yellow projects? Why or why not? Would you recommend special measures or preconditions for choosing the Yellow projects?
