Q1) In New York State, savings banks are allowed to sale form of life insurance called savings bank life insurance (SBLI).  Approval process consists of underwriting, that includes a review of application, medical information bureau check, possible requests for addition medical information and medical exams, and policy compilation stage in which policy pages are generated and sent to bank for delivery.  Ability to deliver approved policies to customers in timely manner is critical to profitability of this service.  In a period of 1 month, random sample of 27 approved policies is chosen, and total processing time, in days, is recorded (as stored in the insurance.xls file):
