To make a nerve cell AP (action potential), the resting state (-70 mV) must move to at least threshold value (-55 mV). At this point rapid depolarization begins, the value shoots past 0 mV to the action potential "spike", and then declines back to resting state by repolarization. During depolarization sodium ions (Na+) rush in, and in repolarization potassium ions (K+) move out. There is a period where the value drops below -70mV, and this is known as hyperpolarization or the "overshoot".
