Human trafficking is modern-day slavery that involves the illegal trade of people for exploitation or commercial gain. Human trafficking is an increasing problem across the nation and in the state of Connecticut in particular. The best practice of addressing human trafficking follows the four Ps:

• Prevention (preventing trafficking from occurring)

• Protection (serving and protecting victims)

• Prosecution (jailing traffickers)

• Partnerships (developing partnerships to support the other three Ps across non-profits, state agencies, and any other involved agencies)

In Connecticut, 10 nonprofit agencies have formed departments to respond to human trafficking in the state. Their work is not documented. Outcomes are not known. Gaps are unknown. Even the number of trafficking victims is unknown.

The Connecticut General Assembly of the state government has asked you to evaluate the response to human trafficking in Connecticut. The General Assembly does not know much about evaluation, so they are not offering a lot of guidance. They will make sure that you have access to staff, trafficking survivors, and any other agency staff members you need to talk to. You can use all of this potential data, or you could choose to work with one of the identified 10 nonprofit agencies in CT.
